Separate registrations, licenses and job permits
A legal business identity, permission to perform a trade and permission for an individual job can be separate matters. Check each for the actual service and location.
Entity/DBA, trade license and employer registration
Track entity and doing-business-as (DBA) registration, trade-license classification and employer/tax registration separately. Ask the relevant authority what the actual operation requires.
Residential, commercial, public works and road work
Tell the authority whether the work is residential, commercial, public works or road work. Property and contract type can affect the answer; do not generalize a maintenance classification to every job.

New York City's official home-improvement scope includes residential driveway improvements. It illustrates a local requirement and must not be turned into a conclusion about all New York work. Check the actual locality and property.
Right-of-way, traffic, site plan and accessibility
Ask about right-of-way occupancy, traffic closure, approved site/layout plans, signs and accessibility. Existing faded markings do not establish an approved plan or permission to reproduce them.

Is a business registration the same as a contractor license?
No. Entity/DBA registration, trade licensing, employer registration and job permits answer different questions. Verify them for your actual operation.
Does sealcoating use the same classification as paving?
Do not assume so. California's C-32 explicitly excludes repaving, illustrating why maintenance and paving classifications need separate review; ask the actual jurisdiction about your work.
Can a city require a license when the state does not?
Check both levels. A state answer does not complete a city's home-improvement, operating, right-of-way or job-permit requirements.
Which rules apply if I work across a state line?

Does an existing lot layout remove permit or accessibility checks?
