The short answer

Yes. Food help, health coverage, utility help and unemployment insurance are for working families too, including crews laid off for the winter. Apply the week your hours drop: unemployment for W-2 work, SNAP and food banks for groceries, the Marketplace or Medicaid for health coverage, and LIHEAP for heating bills. Start with the USA.gov benefit finder or call 211.

Unemployment between seasons

If you're laid off from a W-2 job, apply for unemployment right away, in the state where you worked. Each state runs its own program and decides each claim. Unemployment generally covers employees. 1099 earnings generally don't count toward a regular claim, but you can still apply and let the state decide.

Unemployment benefits are taxable income. You can ask to have federal tax withheld from them with Form W-4V. If you don't, set some aside, because you may owe estimated tax.

Food: SNAP, WIC and food banks

  • SNAP helps pay for groceries. Apply through your state. Since July 4, 2025, the work rules reach further: adults 18 to 64 who can work and have no child under 14 at home can usually get SNAP for only 3 months in 3 years unless they work or join a work program at least 80 hours a month. Some exceptions, including the one for veterans, were removed. Others remain, so apply and let your state decide.
  • WIC helps women who are pregnant, recently pregnant or breastfeeding, plus babies and kids under 5.
  • Food banks hand out groceries at no cost. Find one through Feeding America or 211.

Health coverage when job coverage ends

  • Marketplace. Losing job-based coverage lets you enroll outside open enrollment if you lost it in the past 60 days or expect to lose it in the next 60 days. If you take COBRA and later drop it on your own before it runs out, that doesn't open a new window. Open enrollment for 2027 coverage runs November 1, 2026 to January 15, 2027; enroll by December 15 for coverage that starts January 1.
  • Medicaid and CHIP. You can apply any time of year. CHIP covers children and pregnant women, free or at low cost, in families that earn too much for Medicaid. Missouri expanded Medicaid on October 1, 2021, and 41 states including DC have expanded it. Kansas hasn't. By January 1, 2027, expansion states must start requiring many adults 19 to 64 to show 80 hours a month of work, community service, a work program or half-time school, or at least $580 a month of income. Parents of a child 13 or under and people who are medically frail are exempt. If your hours drop in winter, ask your state how it counts seasonal work.

Utility help, and help versus a payday loan

LIHEAP helps with heating and cooling bills through state and local agencies. Call your utility before a shutoff notice, too, and ask about a payment plan (lesson P101.9).

Help programs take paperwork and sometimes weeks. That's why you apply the week your hours drop, not the week the money runs out.

Your Move

Do this week

  1. Run the USA.gov benefit finder with your household's real numbers.
  2. Save your state's SNAP page (from the SNAP state directory) and your state's unemployment site (from the unemployment.gov state finder) in your phone.
  3. If you get health coverage through work, ask when it would end if you're laid off, and put the 60-day window on your calendar.
  4. If your hours have already stopped, apply for unemployment this week.

Common questions

Can I get unemployment if I was paid on a 1099?

Usually not, because 1099 earnings generally don't count toward a regular claim. You can still apply, and the state decides.

Do I have to wait for open enrollment after a layoff?

No. Losing job-based coverage lets you enroll in a Marketplace plan within 60 days. Medicaid and CHIP take applications all year.

I have a job. Can I still get SNAP?

Working families can qualify. It depends on your household's income and size, and your state decides. Apply through your state.

Watch out for

  • Websites that charge to help you apply. Use your state's official site or the links below.
  • Dropping COBRA early on your own. It doesn't open a special enrollment window.
